It's a shame how Playmates toys, keepers of the Master License for TMNT toys has become a Joke, when speaking about TMNT toys. Nowadays, you mention TMNT Toys and people think of NECA and Super7, Not Playmates.
I don't know if finances are the main reason, then again, Super7 is far smaller than Playmates and they're doing quite well with TMNT... whatever the reason, they need to step up and bring their S+ game...
So, what I'm going to suggest is basically, a MOTUC/Marvel Legends type of line for TMNT.
Let's call it: TEENAGE MUTANT NINJA TURTLES: NEXUS!
The idea behind the name is to suggest that ALL VERSIONS of the TMNT are fair game: Mirage, Fred Wolf, Archie, 4Kids, NT:TNM, nickelodeon, Rise, even the horrifying Christmas Special Turtles
Everything... under a cohesive style. Meaning that Rise Splinter will still be chubby, but his level of detail won't clash with Tokka and Rahzar. 87 April won't look weird next to 2012 Casey. Venus won't look odd next to IDW Jennika. 2003 Ch'rell won't look weird next to Walker (from tmnt3) because they all would be in one cohesive style.
If they need a story for the line, here's one: Walker didn't die at the end of the third movie. He vanished through a small tear in reality caised by the scepter. Wandering the void outside time and reality, he became aware of the Multiverse and decided to take revenge on the Turtles by messing with the multiverse.
I'm well aware that it's not the most original story, but it's serviceable for the line's purpose.
I know that Playmates can make super articulated toys because I've seen the 6-inch Turtles they made a few years back. I've also seen there Lucha Libre mask wrestling line. Since the toys will be in a homogeneous Style, the turtles would probably share a lot of parts with each other on various versions.
If Playmates plays it smart and prepares a set of base shells and plastrons, then the turtles would be a new head, hands, and feet. Lanky bodies and shells can be used for 2007, 2012 Donnie, and Rise Mikey and Donnie. Beefier bodies and shells can be used for 2012 Raph, Rise Raph, and Bay Turtles. Mirage Casey and 87 Casey would share a lot of parts, just as Mirage Casey would share parts with 2003.
The idea is that with the Multiverse they can release various characters AND they would have sufficient variants to "pad out the line".
Mirage, 87, and 2003 bodies are a huge budget saver for Playmates.
Playmates also has an advantage over NECA and Super7: price point. Sure NECA has a price tag close to 25 for figure, but Playmates could stay around the $19.99 price tag. if done correctly Playmates could become the superior choice for Ninja Turtle toys.
They could use the build a figure gimmick, if needed. They could make the bucket of Mousers as a gimmick. Or use a totally different gimmick! (Like affordable turtles that won't break... badum tss!)
