Because the FTC Female referee kinda resembles Jeanine Garofalo combined with Angelina Jolie.
As the title states, I want to make a Moira Quirk Custom. Now I need to find a compatible head.
Articulation:
She has standard Articulation... minus thigh cut.
Also that means that like her male counterpart she cannot look up or down.

Paint and sculpt:
She has new sculpt that could be reused for pantsuit looks with the normal female crotch.
Her torso is brand new and has sculpted stripes. The only problem is that it doesn't look feminine at all. The Referee looks kinda pregnant.

Accessories:
9 extra hands but for some reason she's wearing latex black gloves. Guess I'll have to spend extra money to get normal flesh colored habds.

Overall:
The female referee gets a 4.0 as her final score. There is room for improvement.
