Who is the villain? Doctor Wily. There are multiple variations like Mister X, the infamous Docta Wahwee from MM8, Classic Wily... Wilybot... 

9: Doctor Light:

The father of the Original Robot Masters... Wahwee's former best friend... and I actually need the man who said, Docta Wahwee. If Jada is smart, his head should be compatible with the Ryu Body for no reason at all:

8: Bass:

7: Treble:

Megaman has Rush, Bass needs Treble

6: Fused Bass and Treble:

5: Jet Mega Man:

One of the Rush Adaptors from Megaman 6.

4: Power Mega Man:

Makes sense to suggest all the Power Adaptors.

3: Super Mega Man:

The MM7 combination of both MM6 Rush Adaptor abilities.

Preferably the MM8 version, but I wouldn't say no to MM1 Roll.
