When does a Funko POP! Stop being a Funko POP!?

To the left, we have Doctor Heinz Doofenshmirtz from Fortnite.

Apparently, Funko made a Funko POP! of Doctor Heinz Doofenshmirtz.

You'd expect putting Doctor Doofenshmirtz through the FunkoPop!inator would make him look like a Funko POP!

Well, Behold the Doctor Heonz Doofenshmirtz Funko POP!!

It doesn't look like a Funko POP! at all! It looks like a generic chibi styled Doofenshmirtz.. Not a Funko Pop! It bugs me...
