I know too many Humans can be scary, but these are key characters: Namely Baxter, Rocksteady, and Bebop... I know "It sounds like I'm copying NECA" But that's not it. The vintage line had Rocksteady and (white) Bebop. I'm only adding Baxter because of potential parts sharing with Vernon.
Rocksteady:
He'd sadly require a new chunky body. About the size of a vintage toy inspired Burne, not the little people Burne that NECA made. The reason is that we could reuse some parts on Burne and Smash (I discussed this on another rant). In Rocksteady's case only the arms would be reused as he's going to need a whole new torso and legs for his outfit. The torso would be one of those tight fitting Military type sweater (the Burne rolled up sleeves would differentiate him from the Playmates and NECA figures. I'd add an olive green vest as a nod to the toon and playmates figure. The legs would be similar to Rhino Rocksteady, but smaller in size since here human.
Heads:
Normal head, angry head, partially mutated head.
Accessories:
Knife
Machinegun
Sledgehammer
Molotovs
Bebop:
Main difference is that he'll be black. He'll need a new body... one that's thicker than Shredder, but not MOTUC thick. I'm thinking a The Rock build... reference would be the infamous Fanny pack pic of The Rock. In fact this Bebop is all about that pic. Then again, the Playmates toy had some similar vibes already. So, we begin with Bebop wearing a faded pinkish color like Prince Adam's tights version of The Rock's sweater. Black Bebop pants not broken, but with the leg brace and no chain belt. He's sporting some studded bracers and his sneakers. The vest should be the same size as Boar Bebop, but molded to fit the normal human body and it should look longer on this smaller body.
For heads he has one with Boar Bebop hair and glasses colors, the other screaming with his tongue out. The last head is turning into the Boar Bebop.
Accessories:

Spray cans with paint effects
Wrap around chain.
Fanny pack
Hands that can use spray cans properly.
Baxter:
This Baxter is based on the 87 cartoon.
It would require a new body (most of it reusable on Vernon) reuse the Fly Baxter human arms and hands new labcoat overlay based on the one from Fly Baxter toy, but intact.
He gets 3 heads: neutral, afraid, and mutating.
The hands are obviously from fly Baxter.

Mouser controller
Mouser "brain" that connects to computer.
Computer
"Cable" for connecting brain and computer
Flyswatter
Handgun
Other Baxter: (Mirage inspired)
While "Mirage inspired" this is the same figure as above, but with new heads and some different accessories.

There you have it. I think I don't have to do any more Humans on TMNT for a while... unless I suggest a Beach April to pair with sewer surfing Mikey.
