That legally can never happen, but Mattel could "acquire them" at a low price... by giving me free toys. So here are my ideas to be bribed by Mattel...
Now where to begin:
Waltz: (evil)
A Human Turned into a Mutant Penguin. Wears a Black T-shirt with a tuxedo print. Sports blue jeans with black leather chaps and orange basketball shoes (chuck taylor inspired) He has a thick weight lifting belt with a turtle skull. The belt has two ports that stuff can be dangled by. (Think Teap Jaw)
Like Bebop and Rocksteady his transformation is complete. His face is very much penguin-like. SPECIFICALLY a Rockhopper for the cool eyebrows.
Accesories:
Meteor hammer: (long piece of string with a port to plug the "hammer")
A Stick that the "hammer" part can be plugged into to make a mace.
Three "Hammers":
Boulder (nod to the pebbles that some penguin species collect for courtship)
Spiked ball
Cartoony turtle shell.
The figure is unique and a small homage to Trap Jaw with the swappable weapon parts and belt.
Willis B. Bach: (good)
A mutated Austrian Black and Tan Hound.
(In Diff'rent Strokes Willis is Arnold's brother... now what Arnold is famous for being Back?)
Sporting the Red T-shirt Arnold Schwarzenegger wears in Predator and the clothes from Commando, when John Mayrix goes to save Alyssa Milano. Fully mutated, not a Varner styled cronenberg mid mutation...
The hound would have Schwarzenegger's flat top and gap on his teeth. Basically a Schwarzenedog...

Gun inspired by the Terminator gun.
Loanshaark: (evil)
A mutated mobster turned into a shark. Less street sharks in head proportions, but similar principles. A hunched body like Playmates Slash and a Bull Shark head. Since Bull sharks can also hit freshwater.
Essentially a humanoid shark in a gangster pinstripe suit.
Accessories:

Tommygun
Needless to say that Mattel Should totally do a Land Shark repaint as a new character: L. Aand Shaarke... who is a Lawyer (Add different accessories and call it a day.) And a nod to MOTU.
Tai-Grrrr: (good)
A white Sabertooth tiger humanoid. You can guess that obvious He-Man references are coming:
The feet have the MOTU styled boots but with tiger feet. Vambraces are inspired by classic MOTU but not identical. He sports a 200X styled Crotch with a thick belt and pouches. An Armor inspired by Ice Armor He-Man with a skull as an emblem.
Accessories:
Barbarian Axe (proportionally similar to 200X MOTU)
Whatever the hell Smash Blade He-man's weird spinny accessory was.
Removable red helmet Loosely inspired by a Triceraton skull.
The idea is that this is an Alien like Triceratons. Maybe he's a contestant pn a Battle Nexus that befriends the Turtles.
Triple D: (Evil)
Three men, all named Doug, forcefully mutated into a canine Gestalt. A fusion of Bulldog, Chihuahua, and Daschund. The nain body is a bulldog but one arm is a Daschund and the other a Chihuahua the other dog heads are the hands. Like a dog Voltron. They are dressed in Greek inspired cyber armor
Accessories:
A Greek styled sword and shield.
An obvious TMNT twist to a Cerberus.
Karma: (good)
A Capoeira practicing Chameleon (Chameleon turned humanoid). Sporting Capoeita pants and an opened up Hawaiian shirt and torn crop top (like Casey Jones) Sporting a Boy George inspired hairdo.
Accessories:
Berimbau, Boombox, foot blades
Self explanatory a Chameleon named Karma. Should be Androgynous for obvious reasons.
SPADE: (Evil)
A Superhuman Saboteur, spy and assassin hired by Shredder to silence April O'Neil.
Picture a normal Human in Dark blue and grey tactical Gear with a red Visor on his head. He has a holster on his hip and his left arm has a retractable blade (think Baraka). His leg Holster has a pouch with a box of playing cards in it.
Accessories:
Gun with suppressor, plug in blade, alternate hand holding the Ace of Spades card.
This is a parody of Snake Eyed and Storm Shadow and totally not a jab towards a disgruntled Mattel ex employee. Something something Ex EPF agent gone rogue... there, I even threw a caNonical explanation for not Spector. In fact Let's name him SPencer Ace DEvlin. But ince again, this isn't a jab at Toygoober's "Creative" skills.
Handy Mann: (good)
A Man mutating into a Spider creature. He's dressed like a handyman with two Spider arms coming out his torso. At the end of his spider arms, he has insectoid hands. He has two spider legs coming out his back (think Mantenna) but instead of feet he hands.
Accessories:
Hammer
Drill
Electric Saw
Wrench
It's obvious reference to a handyman... also, the "TMNT Spider-Man" is not a superhero, but a blue collar worker.
KAREN:(Evil)
Stands for Kill All Reptilian Enemies Now. It's a Gynoid... think a female version of Krang's Android body, but with a female Utrom. It would reuse some parts of Krang's android body repainted with a different head and torso. Make her look Less Mama June, more John Travolta in Hairspray. Naming her android allows Mattel to convinve paramount to let them name the Android for Krang.
Accessories:
Alternate weapon hands.
The idea is since Karai is very likely to end up as a lady shredder figure, then give Karai her own Krang.
Feels lazy... but so is Lady Shredder and that is an actual thing. I also want to pave the way for more Utroms.
Takonin:
A Human Ninja turned into humanoid octopus.
Imagine a more realistic Squidward wearing Traditional ninja garb but the pants are four legged and short while his arms are sleeveless.
His skin is thermochromatic so it changes color with temperature changes.
Accessories:
4 Kunai
Soft goods
A Japanese Ninja from a rival clan, Toshio Katsushika, was turned into an octopus by Shredder. He first worked with Saki for a cure until the turtles revealed Shredder lied, now he fights on his own against the foot.
Cultured folks will get the reference.
But we can get an official TMNT×STREET SHARKS line now...
