First we need to determine what iteration are they doing.
If Mattel plays it smart makes it fit both scales... the kids "origins" scale and the adult 6.5" scale.
Kinda like they did with some origins playsets.
Depending on what continuity they're going for the playsets would vary.
Assuming Mirage:
Sewer Lair 1,TCRI building, 2nd time around, Foot compound, Farmhouse.
Assuming Fred Wolf insipired:
Sewer Lair, Inside the Technodrome, Channel 6, Rat King's domain (repaint of the lair with different accessories)
In addition, I'd add mini playsets.
