Marvel Legends is turning 20 soon... so here's a wishlist or 3...

 I was planning to make a Danny Pennington It came from the Toy Chest, but circumstances changed my plans... so, there's a Marvel Legends 20th Anniversary Captain America coming. A Deluxe figure from the looks of it, so I'm going to do a couple of "Retro Wave" lists AND a "20th Anniversary Wave" (that won't necessarily be wave 1 of ML. But all the figures will be revisits of ToyBiz Figures.)

20th wave
Spider-Man:
This is a tribute to Marvel Legends Sentinel Wave First Appearance Spider-Man.
The figure would be a modified Retro Wave Super poseable Spidey with removable underarm webbing. 
4 heads (normal Spidey, Peter Parker, Spider-sense head, uncovered mouth)
The standard 3 sets of hands (fist, webshooting, wall crawling)
3 web effects (webline, mouth and torso web blasts)

Toad
Tribute to Marvel Legends wave 1
He will most likely be a 100% newly sculpted figure. He would have 2 heads, classic head and more modern tongue head. He would reuse Spidey's wall crawling hands and fists, while adding an additional left hand holding a toad as a nod to the ToyBiz figure.

The Thing (Trenchcoat variant)
This is a tribute to the wave 2 Short packed Trenchcoat variant.
He would be the same Ben Grimm we have gotten before, But with interchangeable arms to remove the Trenchcoat.
He'd have 3 heads one with hat and glasses, a normal head and a Helmet (for the time he was battle damaged) add the Standard Thing Hands and we're done.

Luke Cage (Classic)
Hasbro has given us Modern Luke Cage, but we need to Upgrade the Classic Cage from the MOJO series.
The recent Hercules body would be a nice starting point with a new upper torso for the 70s shirt.
Standard sets of hands. Add the pointing hand for good measure.
For heads, have one in the classic afro with tiara, the 80s styled head from the black leather jacket era, and a modern era shaved head.

Mandarin (classic)
This tribute to the Face-Off series would require some new sculpt... Mainly the body, unless Hasbro makes a Cloth tunic. A lot of it would involve the usage of power from the 10 rings. At least for the visible powers, such as Left hand's: Lightining, Incandescence and the Right Hand's: Nightbringer and Spectral.
Normal fists and open hands would round up the hand department. The heads would be Normal Mandarin and Masked Mandarin.

Doc Ock
Tribute to series 8. The only reason Doc Ock is here is for a simple reason only more tentacles.
The ToyBiz Ock was a great figure, but Hasbro killed it with their SP/DR wave Doc Ock. I want to suggest a set of tentacles for Ock to be displayed standing on them as you can see on this TBML Doc Ock review from theFwoosh! Since articulated pincers would be a no-go for Hasbro, interchangeable "tentacle hands" would be nice. Additional traditional bowl cut head and open hands would be welcome.

Retro Waves
Since the Retro waves are not "deluxe waves" I will have to go minimalistic in my approach.

X-men 
Cable (Yellow and Blue)
Basically combining pieces of both previous releases of Comic Book Cable to make a Cable similar to the Blue and Yellow outfit from the 90s.

Bobby Drake
An uniced version of Bobby Drake. His extra accessories would be an Iceman head and an ice slide.

Avalanche
He's basically a new head and torso overlay. Alternate open hands would be his accessories.

Banshee
Standard body modified to plug in his wings and to have a neckpiece. For his accessory an extra screaming head.

Headmistress Frost (Generation X)
Take the Hellfire Club Exclusive Emma, paint her thighs white, give her Elsa Bloodstone's coat
(And her corresponding arms) boom! Alternate fists and long haired Emma head would complete the figure.

Feral Wolverine 
It can't be an X-men wave if stabby isn't on the list. I could've gone with Astonishing X-Men, which is a repaint of the X-Force figure. Instead this is a repaint of Brown Wolverine in Tiger stripe yellow with the Love Triangle Bone Claws and Jackal feet. All he needs is a new Feral head.

Avengers
Warbird
This is a rerelease of the Target 3 pack. Brighter red sash and metallic yellow lightning instead of gold.

Bruce Banner
This figure would be the Klaue torso (button shirt, no tie) with JJJ arms and Peter Parker legs. The head would be new based on comic book Banner. The extra accessory would be an angry head.

Whiplash (Marco Scarlotti)
A rather easy to make figure, whose single accessory is the whip.

Black Widow (Yelena Belova)
A new head on the retro Black Widow body with her midriff painted in flesh tone.

Mandarin (Business Outfit)
While Hasbro figures out a way to make a 100% Classic Comic Book Mandarin, this could be a decent placeholder. All he needs are fist hands and maybe one of the flame and lightning effects that already exist. If Hasbro is smart, they'd make the fleshtone similar to Trevor Slattery in order for us to mix and match a kinda classic inspired, but not quite accurate  Mandarin.

The suit body can be the Mobius or Loki suit body from Disney +'s Loki.

Genis Vell
A new head for the Mar-Vell body repainted in Genis colors. Toss in an additional Rick Jones head. 

Fantastic 4
She-Hulk
Basically She-Hulk in F4 Attire. Reuse what's possible from the last two She-Hulk releases.

Bombastic Bagman
Retro Spidey Body with new bag head and Submariner feet. Toss in additional wall crawling hands.

Crystal of the inhumans
A rather easy to make character, with ties to the F4, Avengers, and X-men.

Hydro Man (Frightful Four outfit)
Basically teuse the previous Hydroman arms on a normal body of similar size.

The Wizard
Another easy to make figure from existing parts. Only requires a new head. Reusong Wolverine's shoulders would allow for his shoulderpads to be reused as well.

Trapster (Mid 90s outfit)
The Venompool Morbius body is an acceptable substitute for his 90s look. All he needs is his backpack with hoses connected to his wristbands, a new head and done... extra translucent yellow Stretchy fingers Reed hands with the hands painted so it looks like he's firing streams of glue.

Spider-Man 
Spider-Man Unlimited
Using the Spidey body and the 2099 web cape repainted in Spider-Man Unlimited colors.

Carrion
Reusing Retro Wave Hobgoblin' crotchpiece, arms, handbag, and legs on a fitting torso would yield a decent body for Carrion and a new head would seal the deal.

The Spot
This is 100% reuse. Why hasn't he been made already? Nobody knows.

Tarantula
Hasbro made a Tarantula back in the dark ages... we need an update ASAP!! The only new parts would be head and feet.

DareDevil (Red Outfit)
Red Outfit Daredevil needs a re-release because he's a bit on the expensive side. 

Lady Octopus (90s outfit)
Female figure + Tentacles... what's not to like? She would be the one figure that requires the most new tooling.

Non-themed wave
90s Kaine
You know I have to sneak him in somewhere. As always combo of new and old parts is needed.

Ms. Marvel (Original Outfit)
Carol Danvers was a Ms. Marvel before being Warbird or Binary. We kinda need a Ms. Marvel Outfit for her. It's Retro... all she needs is a new head and scarf.

Marvel's Riot
Movie Venom repainted in Riot colors with a Riot head.

Iron Fist (70s look)
This is to match the 70s Luke Cage, also, we lack a Classic Retro Danny Rand in Hasbro's Marvel Legends.

Marvel's Jigsaw
Reusing the Movie Xavier body with a new head and compatible gun wielding hands.

White Tiger (Hector Ayala)
Reusing the White Tiger necklace from White Tiger (Ava Ayala) using apnew head on the Cyclops Body with retro Hobgoblin arms.

There you have it. Various "retro waves" with figures of characters made in the 20th Century. I used the 90s as a cut-off point in order to have characters that have existed over 21-22 years. 
I avoided reissuing BAFs, which I could do, but chose not to so it wouldn't feel like cheating.
Otherwise, the list would've gotten Rhino, Classic Colors Apocalypse, Generation X Jubilee, Black and Gold X-Men Juggernaut just to name a few BaFs that could've made the list. I avoided Modular War Machine due to it being a MVC thing.
