If an Official Tatsu Can't be made then...

 Well how about "circumventing" the whole thing and have an "Unofficial Tatsu" released...
I don't actually mean releasing a "Tatsu" figure, but releasing a couple of figures that you could potentially Kitbash into a sort of Tatsu. It won't be Movie Accurate, but most of the vintage movie figures weren't...

So how do I propose to do this?

Movie Star Foot Soldier. The figure looks different enough from the Toon version, right?
Having interchangeable heads and hands facilitates the issue. Now here's the controversial part: The parts needed to turn the Foot Soldier into Tatsu ARE NOT TMNT PARTS, but they ARE SUPER7 ULTIMATES!
I've said it before, and I'll say it again... If Obata-san is not available, a Bald man with a mustache is all we need.

I sutmbled upon a NJPW review of Tomohiro Ishii... and he hads most of what we need:
Japanese, Bald, and made by Super7.
The Normal Movie Star Foot Soldier's skin tone wouldn't match, but if Super7 were to make Movie Star Foot Soldier's head and hands compatible with Tomohiro Ishii's He already has an Extra head, so there wouldn't be a decapitated figure.

This idea, of course, shouldn't be advertised by Super7. Just like some MOTUC Heads work on their NON-MOTUC Ultimates... this should be a Secret to Everyone. It's the only "solution" that doesn't step on anyone's toes.
If they released the Oroku Saki from the Mutatin wave and added a Bald head matching Saki's skin tone, this could have legalese issues. But if a person happens to have a Tomohiro Ishii from Super7 (currently discontinued) and the Movie Foot Soldier is made "conveniently compatible", an unofficial Tatsu could be made. The reason I chose the movie Foot Soldier is that he has his entire body covered aside the hands. While an Oroku Saki would be a better match in outfits, their skintones do not match.

Now I wait as the price for Tomohiro Ishii figures begins to increase.
