I have been dying for months to make that reference.
Baxter Stockman was black, but for the 1987 toon he was made white, vertically challenged version of Lazlow Jones... who ends up in a Brundlefly scenario.
Stockman also created the Mouser Robots... Super7, we need a bucket of those.
Articulation
Stockman suffers from articulation loss, due to his weight. He is very top heavy. Have you seen his noggin? Also the beefy torso needed to hold his 2 extra arms and wings on a pair of spindly legs forced some of that articulation loss.
His head rotation looks weird because he's slightly hunched back. He lacks an ab crunch because of the weight of his torso. He has no bicep cut on any of his 4 arms. There is no thigh cut, nor ankle rockers. Both Sets of arms get the pseudo ball jointed elbows the knees also have this pseudo ball joint.
It's a bit unorthodox but it gives you a decent range.
While he can stand fully erect (that's what she said!) He is most stable at the Vintage squatting pose. I suppose this is because his center of gravity is a lot lower when squatting.

paint and sculpt
Baxter is very detailed... for an 80s toy. The Horsemen managed to add the details from the 80s figure, update it, but not to the point that to quote Neitlich is full of anime hyperdetail. The paintjob is really crisp. There is some shading, but it's not done as sloppily as say a ToyBiz Marvel Legend.

He has a few accessories less than Raphael, but he's got a couple.
-His Turtle Zapper. It can no longer attach to his wrist, buy it does attach to his blaster

Overall:
Baxter gets a 4.83 as his final score. Is it too soon to pick a winner for this wave? Because Baxter is the top runner.
The funny thing is that I was considering skipping Baxter and getting an additional foot soldier. Thank goodness I didn't... My VERY FIRST BAXTER STOCKMAN kicks so much ass!
